Edmond Public Schools Board of Education unanimously approved strategic goals for the school district’s direction at the August 5, 2019 board meeting.  The goals will serve as a guide map to assist the board and the district in prioritizing and aligning actions, efforts, and resources to fulfill the district’s mission of “Empowering all students to succeed in a changing society.”

“The strategic planning process is vitally important because it defines and supports who we are, who we serve, what we do and why we do it,” said Superintendent Bret Towne.

The four overarching strategic goal areas: Climate and Culture; Human Resources; Operations and Financial Resources; and Student Success, were derived from the following data:

  • Student, staff and community surveys
  • Demographic studies
  • Student/teacher ratios
  • Class sizes
  • Academic test scores
  • Employee and student absenteeism rates
  • Student suspension records
  • Facility evaluations

Over a period of six months, district administrators, site administrators, and school board members compiled, studied, and edited the data to set priorities that guide district initiatives.

“Some goals will be implemented immediately while others will take many years to achieve. We will continuously monitor our actions to ensure that we are working toward these common goals and intended outcomes and adjust the district’s direction if need be,” said Towne.

Throughout the school year, staff members will provide reports to board members about progress toward the goals.

Several action steps detailed in the goals are already underway this summer including implementing the Safety and Security Taskforce facility recommendations, creating bonuses and incentives to improve the substitute teacher fill rate, and offering services to students who have suffered trauma.

Climate and Culture

Improve and Support Student and Staff Health and Wellness


  •           Improve wellness offerings and supports for staff and students
  •           Utilize Call Sam and Gaggle data to affect change
  •           Improve staff absenteeism rates
  •           Review suicide protocols

Improve Student Behavior


  •           Reduce the number of student suspensions
  •           Reduce the disproportionate suspension of African American students
  •           Improve behavior of elementary students, especially those who have suffered trauma
  •           Offer additional services to students who have suffered trauma
  •           Review the Safe and Civil Schools Program

Increase Community Engagement


  •           Survey the Community
  •           Recognize and reward support staff
  •           Create cross-generational and cross-cultural opportunities

Implement Security Committee Recommendations


  • Perform a security facilities evaluation
  • Improve the access and management of staff and visitors to buildings
  • Develop a 5-year security and safety plan
  • Improve crisis communications processes

Human Resources

Increase Employee Attendance


  • Analyze attendance data and trends
  • Identify possible attendance incentive plans
  • Develop plans, policies, and protocols to reduce high absentee times

Improve Employee Recruitment and Hiring


  • Analyze employee demographics as compared to students
  • Analyze current recruitment strategies and their effectiveness
  • Analyze substitute teacher data by site, grade level, days
  • Develop an advertisement, promotion, social media campaign to recruit and retain employees
  • Analyze and study current onboarding practices

Improve Employee/Student Staffing Ratios


  • Gather student/teacher ratios from comparable districts
  • Gather student/position ratios from comparable districts
  • Develop a five-year personnel growth plan based upon the addition of future schools and programs

Operations and Financial Resources

Address District Growth and Facility Needs


  • Conduct a demographic study
  • Re-district elementary boundaries as part of opening two new schools
  • Conduct facilities evaluations
  • Plan and update the district’s 6-year bond program

Provide a clean, comfortable, safe/secure environment for Students and Staff


  • Evaluate and improve current levels of school cleanliness
  • Increase resources and efficiencies in operations departments
  • Contribute data to the district’s facility assessment
  • Implement facilities recommendations of the district’s Security and Safety Taskforce.

Provide Reliable/Effective Technology for Students and Staff


  • Complete a new 5-year technology and software plan
  • Focus student technology integration in relation to successful teaching and learning
  • Support and implement specialized technology integration – VR, tech ed, multi-media, etc.
  • Provide quality professional learning to staff in existing and new technologies and software
  • Expand technology applications to support and operations to make them more efficient

Align District Resources with District Goals and Objectives


  • Budget resources and funding which supports approved district goals
  • Use a variety of funds (site, district, PTO, Bond, Foundation and Grants)

Student Success

Increase Academic Performance among All Students and Sub-groups of Students

  • Actively solicit and train upperclassmen to be influencers
  • Minimize cost to join or participate in clubs
  • Explore supplementary funding for students needing assistance
  • Create an infographic that explains student opportunities
  • Educate students on co-curricular and extracurricular opportunities that complement and expand their interests
  • Establish consistent expectations for communication of secondary activities
  • Utilize mascot time to expand experiences
  • Study effectiveness and possible improvements of mascot time and tutorial
  • Study ways to promote more clubs and opportunities in elementary schools
